Good grief. No matter how many times I view photos of this event it never fails to sucker punch me in the gut. And all that mud... I hadn't realized the cars were being searched hence the orange numbering, or was that for another reason entirely? I notice there are numbers on that boat, too. ?
I don't know if it was specific policy, but in some of the worst hit neighborhoods, yes, markings show they checked cars and other objects, I presume as pretty much anything might contain a trapped survivior, or later a body.
