Look at me, a former Blog Luddite finally adding a comment! I did some checking later on after I read about your trouble obtaining a tarp. It didn't sound quite right so I asked some fellow "tarpian dwelling co-workers" where they obtained theirs, and they all got theirs from the Army Corp. of Engineers here on the Northshore at one of three locations. One just needs to show proof of residence, I'm told. Good luck!
