As for the Gulf Oil bill, the only winners are the oil companies, the politicians and the lobbyists who worked on the bill. I mean, come on, do you really expect the state of Louisiana to use the money as it's meant for? Or for lining politician's pockets and providing benefits to their friends and supporters? Besides, the only reason it got passed was it was attached to an omnibus bill, it was pulled from being voted on independently because too many Senators would have voted against it. By attaching it to guns and vests for our soldiers in Iraq and fighting terrorists on our soil, it was passed with nary a complaint.
